Set 'Progressed Apps' for the default page for HM's when you open the vacancy

Allow clients to set the "Progressed Apps" page as default for Hiring Managers.

This page is commonly most used for hiring managers and saves managers a click when using the system. It's also better at giving an overview of the vacancy as the panel stage is only 1 part of their process.
